Qualities of youth as active citizens research gets EU backing

The EU has published the results of a study Dr Bryony Hoskins performed together with the European Commission Center for Research on Lifelong Learning (CRELL) to monitor and compare across Europe the qualities young people need to become active citizens .

The study Dr Bryony Hoskins led on has developed an indicator system for citizenship for policymakers, academics, and educational institutions, including in schools.

The objective of this research is to enhance active citizenship across Europe and promote the re-engagement of youth in order that their voice is heard in the context of spending cuts and high youth unemployment.

Dr Hoskins comments: "These indicators are also typically used by European and national policymakers, researchers, practitioners and civil society organisations in the EU member states to understand the comparative situation of citizenship amongst youngsters and evaluate the effectiveness of their policies. For example, for England we could say that English youngsters are below average for participatory attitudes and citizenship values but are doing comparatively slightly better on their cognitive civic knowledge and skills scores."

It is a prestigious and topical study that is likely to be used by the EC to monitor EU countries national policies on education and citizenship in the context of common European objectives for 2020.
