Renewal limit increased

The renewal limit on 3 week and 1 week loan items is increased from 6 to 10 renewals.

This change takes effect immediately and is made largely as a result of feedback from users of the Library loans service.

Increasing the limit to 10 potentially allows a person to keep a 3 week loan item for around 1 year, taking extending vacation loans into account.
