Mandating publicly supported journals to go OA

Coming back to the issue of publicly supported peer-reviewed journals,
which I continue to find very important, we now know that the Finnish
government supports most of its scholarly journals through the Academy.

In Canada, the SSHRC site shows that the Canadian Government supports
161 journals with CDN $ 6,582,255/year. A small proportion of them (<
10%) are so-called "transfer" journals and should not be counted as
peer-reviewed journals in the normal, scholarly way.

(the 2004 reference means that the program is based on a three-year
grant that will be reviewed in a new contest in 2007.

In Canada, it is estimated that there are about 300 SSH journals. Other
public institutions support some of these journals, for example, in
Québec, the FQRSC supports 31 journals (most of which are peer-reviewed
journals) for a total of almost CDN $799,078.

One may safely assume that more than 60% of SSH scholarly journals in
canada receive significant public support and are, therefore, good
targets for some form of OA mandating.

NRC also supports 15 journals in various scientific fields. All are
peer-reviewed, science journals.

These journals are in open access within the .ca domain limits; everyone
else pays...

In France, a recent "ordre de mission" of the Centre national du livre
reveals that this governmental organization supports about 450 SSH
journals. Estimates place the number of SSH journals in France at fewer
than 1,000.

Other governmental organizations support journals in France : INRA for
agronomy, CNRS in all fields, etc.

I would like to hear more from France, Germany, Italy and Spain.
