UK devolution was based on the sovereignty of the Westminster Parliament. In a union of increasingly distinct nations, does this model still work or should we be exploring alternative approaches? And what would that mean for the future of the union.
Carwyn Jones, former First Minister of Wales, will open this discussion, with responses that draw on first-hand knowledge of the centre of union government and the wider academic debate about future options for constitutional change.
