Policy often tends to over-estimate the economic incentives to learn, while consistently underplaying the incentives to learn that are bound up with people's wider lives outside work (parenthood; citizenship; and cultural, political, hobby and sporting activities).
Professor Keep presents a potential typology for categorising and studying the genesis, impact and inter-relationship between the many different forms of incentives that influence decision making by individuals around Education and Training.
