The paper examines the impact of recent policy reforms to the UK higher education system on conceptions of higher education as a public service and on aspects of university autonomy.
The paper uses three case studies to examine what is happening to UK higher education and discusses some of the wider consequences of the UK reforms and changes for public higher education and university autonomy.
