The Manual is a legal restatement of the Law of Naval Warfare compiled by an international group of experts under the auspices of the Institute for International Humanitarian Law (IIHL) in San Remo, Italy. Originally published in 1995, the IIHL is pursuing an update to the manual reflecting changes in the law.
