Titanic, Torrey Canyon, Exxon Valdez, Herald of Free Enterprise, Costa Concordia, Norman Atlantic – Major shipping incidents usually lead to a flurry of new shipping legislation. But how do these regulations come about and how does the decision process work? This presentation will briefly review the historical development of some major international shipping legislation, describe the process of regulatory development, outline the evolution of Classification Societies and describe their role in the regulatory regime.

Sam James,Lloyd's Register Marine,Sam James is the Head of External Affairs (EA) which is part of the Southampton-based Technical Directorate. EA devises and executes LR policy with national governments, class societies, industry associations, standard-setting bodies and other major maritime and safety organisations. Sam was previously Manager of the Statutory Support Group in Fleet Services and Global Head of Fire and Safety. In his current post, he continues his statutory technology leadership.
