The first Institute of Criminal Justice Research seminar of the year will be held on 17th October 2012.
Maritime Negotiation - A critical perspective on the role of the negotiator within the complex maritime environment
Speaker: Chief Inspector Andrew Brown, Deputy Head of Leadership and Professional Development, Scottish Police College
The theoretical perspective argues that specific core skills and competencies taught in the training arena can be effectively applied to individuals in crisis, thus altering their behaviour in a positive manner. A history of hostage/crisis negotiation is provided followed by a discussion of the role of the negotiating team within hostage and crisis management. It examines some of the modern maritime trends in piracy, including links to serious organised crime and terrorism and the challenges of maritime criminal investigation. The paper also examines the complexities of providing maritime security to the energy sector including the challenges of initial response, incident management, communications, deployment, family liaison, media and organisational reputation.

Speaker information:
Chief Inspector Andrew B Brown has served in Northern Constabulary for over 26 years. He is currently the Deputy Head of the Leadership & Professional Development Division of the Scottish Police College. Trained as a Licensed Negotiator in 2001, CI Brown has significant experience of negotiating, ranging from suicide intervention, siege incidents to hostage incidents. He has a special interest in dealing with maritime incidents, both hostage taking and crisis intervention; a subject on which he has lectured both nationally and internationally. He has taught hostage/crisis negotiators since 2002 and has participated in a number of the highest UK Government level counter terrorism exercises in key roles.
