Leading academics from Southampton Law School update project partners on STM

In September academics from Southampton Law School met in Venice for the most recent Sea Traffic Management (STM) project meeting. The Sea Traffic Management Validation Project is a ‘Motorway of the Sea’ project, initiated and contributed to by the EU since June 2015 till the end of 2018.

STM aims to overcome many of the challenges of communication and information sharing between stakeholders in the maritime transport industry and create significant added value to, in particular, ship and cargo-owners as well as ports.

In Venice there was a midterm conference followed by a work camp, which was attended by all project partners who discussed their progress in their each respective activities.

The Southampton team is part of Activity 5 which deals with the Analysis and Evaluation of the STM Project. The team was represented in Venice by Professor Mikis Tsimplis, Mr Spiros Papadas, , Dr Sophie Stalla- Bourdillon and Professor Filippo Lorenzon

The meeting, with other project partners, shared the advances and the progress each team has made, discussed the findings and suggested next steps.

Spiros Papadas made  a presentation on the problematic regulatory treatment of new technologies in shipping, and how this affects STM, Professor Lorenzon spoke about the implications of STM on sale contracts and the business model of STM. Dr Stalla-Bourdillon made a presentation on the mapping of Cyber-Security implications of the project.

The Institute of Maritime Law (IML) is leading the work on the legal feasibility of the STM concept by undertaking a detailed analysis of the practicalities of the STM concept and evaluating their consistency with the legal and regulatory framework applicable to shipping,. Furthermore, they are  assessing the business model of STM and how the existing commercial relationships arising from charterparties and sale contracts are affected.
