Artistic Crimes?

According to one writer, 'the worse an action is, morally speaking, the more it matters that it should not be performed and the harsher the judgement on its performance; while the worse a work of art is, the less it matters.'

This seems plausible on the face of it. Some works of art, after all, are so bad as to be simply beneath notice. But does this mean that there can be no such things as artistic crimes? Or that no artistic failures are worth denouncing?
