Chief Analyst

Stephen's role as Chief Analyst for Highways England has responsibility for advising and assuring value for money from investment in England’s Strategic Road Network. This covers the current investment portfolio with over 100 major projects, developing the business case for the next 5 year investment portfolio and assessing the implications of uncertain technological and societal changes for the assessment and prioritisation of investments over the longer term. Highways England was established in 2015 and was given substantially increased delegations and responsibilities.

A major part of Stephen's role since joining in November 2015 has been building a new analytical team of transport planners, economists, operational researchers and evaluation experts to set the standards and provide the analytical advice and assurance for decision makers. Stephen has had a decade of experience as a Government Economist. Prior to joining Highways England he worked in central departments (Defra, DECC, BIS) with a particular focus on environmental policy.
