RCUK award for scoping study of a rolling census in the UK
Dr James Brown (Reader in Sampling Statistics in S3RI) has been awarded RCUK funding as part of the Beyond 2011 Census programme within the Office for National Statistics (ONS).
This project provides an exciting opportunity to reflect on the way Census type data on the population of England and Wales (and the wider UK) can be provided after the 2011 Census. (See ONS website). The research will cover scenarios ranging from those similar to the current decennial census to those based entirely on regularly updated administrative data, and will include approaches with rolling data collections. One such approach referred to as a "Rolling Census" has been used in France since 2004 to replace a traditional census.
This research has been commissioned by RCUK on behalf of ONS to review the French Rolling Census approach and explore the feasibility of such an approach for England and Wales (and the wider UK). The work will provide a review of the French approach and then propose and evaluate possible designs for use within the UK as part of the wider ONS evaluation of approaches.
