Abstract
The primary focus of the political theory of migration has been on the unilateral right of states to control immigration, a focus which is manifest in the debate between advocates of a state’s right to exclude and proponents of freedom of transnational movement as a human right. This paper argues for a shift of focus towards the more general question ‘how should transnational migration be governed?’ in order both to acknowledge the fact that immigrants are also emigrants and to open up the conceptual space for a rather wider array of options concerning the transnational movement of people. It then proposes some provisional thoughts on thinking about global migration governance.
