Number of pre-prints relative to journal literature?

A question:

I am curious about the statistics concerning the number of e-prints relative
to the journal literature. Harnad repeatedly mentions that LANL archive
contains 40% of the journal literature at present and compares it to 20% of
the math archive:

> But, if I may describe the cup as (in maths), 80% empty rather than 20%
> full (~60/40 in Physics)

On what basis are these estimates based and are the data available?
