Wouldn't it be better to have a list of journals rather than publishers?
1. Journals mean more to researchers than publishers, on the whole
2. Publishers can have 'green' as well as 'grey' titles, and even
'gold' ones
3. Publishers often have different imprints with different policies
4. What about listing 'gold' journals as such?
