Correction: I left out (although I had meant to include it!) that part of
recommendation (2) to encourage publishing in OA journals when a
suitable one exists was also the recommendation to help fund it!

Here is the exact wording of the provisional recommendation that we
agreed on, from Andy Gass's (PLoS) laptop, on which it was
collectively keystroked!

A more complete report on Berlin 3 will appear in D-Lib and (another
version) on the American Scientist Open Access Forum.

                In order to implement the Berlin Declaration institutions should

                1) Implement a policy to require their researchers to
                deposit a copy of all their published articles in an
                open access repository.

                and

                2) Encourage their researchers to publish their research
                articles in open access journals where a suitable journal
                exists and provide the support to enable that to happen.
