Dear Arun, bravo! Please ask Madhan to register the NIT policy in
ROARMAP, to let everyone know that NIT is now the 6th institution
worldwide -- and the first in India -- to adopt an institutional
self-archiving mandate: http://www.eprints.org/openaccess/policysignup/

mandated open access archiving of all research papers written by
the faculty and students. The initiative was taken by my friend and
former colleague Mr Muthu Madhan, who is now the librarian at
NIT-R. nd the Director Dr Sangi has been very supportive all along.
 
Incidentally Madhan attended one of the two workshops on OA
archiving I organised two years ago with the help of Leslie Carr,
Leslie Chan, D K Sahu and the late Dr T B Rajashekar.
