Further to Arthur Sale's very focussed and timely proposal, here's the
link to an article by Colin Steele (not quite as focussed, but tending
in the right direction).

The short message should be: Mandate OA self-archiving and then
reap the classical as well as the many rich new metrics from the
unprecented OA data-goldmine this will generate. Meanwhile, usage and
impact will be maximised too. ("That is all ye know on earth, and all
