"Almost all publishers allow authors to do whatever they like with the
pre-print version of the article (i.e. the version of the article before
the publisher has added any value)"

Perhaps you would care to share a list of these publishers?

RoMEO currently lists 286 publishers of which 131 allow pre-print
archiving (pre-peer-review). These figures do not match your statement.

Is this another case of differnet definitions in use of pre-print?
