Comment: Edgar and Willinsky (2010)'s survey of 998 journals using
Open Journal Systems found, among other things, that most of these
journals are scholar-led, and indeed, much cheaper, with an average
cost of $188 per article produced.

This is a small subset of the over 5,000 journals using OJS.
