Decarburisation is the removal of carbon (commonly from an alloy) in some way. Normally decarburisation refers to removal of carbon from steels, which occurs naturally by diffusion in the outer layers when the steel is still hot and the carbon reacts with the surrounding oxygen to form carbon dioxide. This gives a low carbon composition in the outer layers of the steel, and hence a soft surface. This may not be desirable.
