OA Mandates 99-101 in ROARMAP

With mandates 99-101 registered in ROARMAP, Green OA Self-Archiving
Mandates have now passed the 100 mark -- seven years after they began,
in 2002, with the very first one (University of Southampton's School
of Electronics and Computer Science). The pace has at last picked up,
especially since Harvard's mandate(s) last year, since which the
number has doubled.
