This paper poses four questions. What are policy networks? When do policy networks succeed? When do policy networks fail? How do we manage networks?

It discusses the defining characteristics of networks: trust, diplomacy and reciprocity. It sets out Ten Lessons on when to build a network and Ten Commandments for running a network. It pays particular attention to the sour laws of network governance: that is, to managing the mix, the problem of many hands, the holy grail of coordination, and local ownership. Finally, it offers five’ plausible conjectures’ for successful network management.

This lecture is open to all colleagues in the University and external guests are welcome
