Scholtz was previously a Senior Professor of Law and Head of Department in the Department of Public Law and Jurisprudence of the University of the Western Cape (South Africa).

He established the UWC Global Environmental Law Centre of Excellence in 2020.

Werner has been an Alexander von Humboldt fellow since 2006.

He has served on several International Law Association Committees, such as the Committee on Legal Principles Relating to Climate Change.

Werner has held several honorary positions at Higher Education Institutes in South Africa, the United Kingdom and Germany, and he has lectured in inter alia Germany, the Netherlands, Belgium, Poland and Italy. Werner was recently appointed as an Extraordinary Professor at the University of the Western Cape.

Werner specialises in international environmental law. His research has focused on how global environmental challenges necessitate a revision of the tenets of his subject field.

His current research focuses on the consequences of the increasing importance of animal welfare for international environmental law, in particular biodiversity law.

Recent publications have been exploring the interplay between conservation and wildlife welfare; as well as sustainable use and environmental values, resulting in proposals for the normative reconfiguration of sustainable development in international biodiversity law and a shift to welfare-centred obligations.
