I have been teaching constitutional law in the US and the UK since 1980. I taught at several different law schools in the US, and served as Dean at two of them.  I have been teaching at Southampton University since 2015

Research interests

My research interests include constitutional law, legal history, and constitutional issues of bioethics.

Research Projects:

I am currently working on a book project having to do with civil liberties in Britain during the Cold War.
