Lecturer in Human Rights Law

Dr Claire Lougarre is a Lecturer in Human Rights Law at Southampton Law School and the Director of the research centre Health, Ethics and Law (HEAL).

Claire's primary research expertise lies at the intersection of human rights law and health. Broadly speaking, her main fields of interest are: human rights law, particularly research on social rights; and public international law, particularly research on the law of treaties. 

Claire joined the Law School in September 2014. Before joining Southampton Law School, Claire worked as a Teaching Fellow in University College London, King’s College London, and National University of Ireland, Galway.

Research interests

Dr Claire Lougarre's research interests and publications focus on the legal content of the right to health and touch upon: sexual and reproductive health/rights; States’ obligations to realise economic, social and cultural rights; the protection of non-nationals; and the law of treaties. Claire is currently working on the role of the right to health in the COVID-19 pandemic.

Claire has provided consultancy services to the Council of Europe (on NGOs’ engagement with the European Committee of Social Rights). She has also submitted evidence to Parliament on UK’s human rights obligations to reform abortion law in Northern Ireland; and on UK’s human rights obligations to realise the right to health in its response to COVID-19.

Claire is the co-editor of Contemporary Issues in Law; Southampton Law School's representative at the Society of Legal Scholars; and a member of the Coordination Council of the Academic Network on the European Social Charter and Social Rights.

Claire welcomes enquiries from prospective doctoral applicants in her fields of interest.
